Tunisie – Le ciel va-t-il nous tomber sur la tête cette nuit ?

L’Agence spatiale européenne (ESA), a annoncé ce vendredi 8 novembre 2013, que le satellite GOCE (Gravity field and steady-state Ocean Circulation Explorer) devrait se désintégrer en rentrant dans l’atmosphère au cours de la nuit de dimanche à lundi.
Goce, qui a été lancé en 2009 est arrivé en fin de mission en ayant épuisé ses réserves de carburants va s’abimer cette nuit et se disloquerait au-dessus de la Terre, autour d’une altitude approximative de 80km.
Le satellite pèse plus d’une tonne, alors que les débris qui tomberont sur la Terre représenteraient environ 200 kg, mais seront pulvérisés en petits morceaux.

Rappelons que les partis participants au dialogue national avaient connu un accord sur ce nom auparavant.

Concernant l’affaire de Kamel Ltaief et le déplacement du juge d’instruction au domicile de Kamel Ltaief, Le magistrat et Président de l'Observatoire Tunisien pour l'Indépendance de la Magistrature, Ahmed Rahmouni, invité de Bitawkit Shems, ce lundi 04 novembre, a déclaré que ce déplacement est une violation à la loi, vue qu’il n’a pas prévenu le procureur de la république.
 
Ahmed Rahmouni a ajouté que ce comportement a reflété une mauvaise image sur la magistrature et les établissements de l’état.

Le Dialogue National organisé par le Quartette National a été suspendu dans la soirée du lundi 4 novembre 2013 et reporté à une date ultérieure à cause de l’échec des partis participant à trouver un accord sur le nom du prochain Chef du Gouvernement.
Le secrétaire général de l’UGTT et porte parole du Quartette vient de l’annoncer, tout en déplorant l’absence de volonté affichée de certaines parties à arriver au consensus.

Des civils rampent et se bousculent pour échapper aux tirs. Une mère de famille pousse un enfant blessé dans un caddie, suivie par une jeune femme également touchée et tenue en joue par un terroriste. Un assaillant tire froidement et à bout portant sur un homme à terre. Des shebab prient ou déambulent presque tranquillement dans les allées, une arme dans la main, un téléphone dans l'autre...
Ces scènes sont celles filmées par les caméras de surveillance du centre commercial Westgate, visibles dans une vidéo du premier jour de l'attaque de Nairobi que diffuse la chaîne américaine CNN. L'assaut mené le 21 septembre par quatre à six membres du mouvement islamiste armé somalien shebab avait fait au moins 67 morts et 39 disparus.

Solar eclipse 2013: Where and when to see it


If you got up early enough on Sunday, you might have been treated to a morning surprise in the sky.

A partial solar eclipse — one of only two on Earth this year — was visible in the sky over much of the eastern USA early Sunday morning.
The eclipse, seen for only about 30 minutes after sunrise, appeared throughout the entire East Coast where clouds didn't obscure it. It could only be seen as far west as eastern Ohio, eastern Kentucky, eastern Tennessee and most of Georgia.
Sunrise on Sunday morning was at roughly 6:30 a.m. or slightly later, so you would have needed to get up early to see it. But it should have seemed easier to get up early this Sunday: Remember, daylight saving time came to an end Sunday morning (officially at 2 a.m.), so be sure you remembered to "fall back" an hour.
This eclipse was a rare "hybrid" eclipse, in which some parts of the Earth see an "annular" eclipse (where the moon does not completely block out the sun), while other parts see a "total" eclipse, when the moon completely covers the sun.
The USA, along with parts of Europe and Africa, were treated to the "annular" part of the eclipse: The sun appeared as if it has had a big bite taken out of it. Only people in central Africa, in countries such as Gabon, Congo, Uganda, Kenya, Ethiopia and Somalia, will get to see the total eclipse of the sun.
The next chance to see a total solar eclipse in the U.S. will be Aug. 21, 2017.
Weather conditions were forecast to be best for eclipse viewing in the southeastern U.S., where clear skies were expected Sunday morning, according to AccuWeather. Skies were predicted to be cloudier in the Mid-Atlantic and along the Northeast coast, while rain and even some snow showers may have obstructed the sky in interior sections of the Northeast and New England.

Breaking news: Hakimullah Mehsud leader of the Pakistani Taliban killed by drone

The leader of the Pakistani Taliban, Hakimullah Mehsud, has been killed in a drone strike, a high-ranking Taliban official has told the BBC.
The strike targeted a vehicle used by Mehsud with four missiles in the north-western region of North Waziristan.
Four other people were killed in the strike, including two of Mehsud's bodyguards, intelligence sources say.
Several previous claims of his death, made by US and Pakistani intelligence sources, have proven untrue.

Analysis

Hakimullah Mehsud has been killed one day before Pakistani officials say they were scheduled to send a three-member team to start peace negotiations with the Taliban.
Pakistan's interior minister, Chaudhry Nisar, told a local TV news channel, Geo, that the drone strike was an attempt to "sabotage" Pakistan's peace talks with Taliban.
But many believe Mehsud's death will leave the field open for groups that are known to have publicly favoured a rapprochement with Pakistan.
One of these groups is headed by Khan Said Sajna, the successor of Waliur Rehman, a militant commander who favoured talks with Islamabad and once contested for the leadership of the Pakistani Taliban (TTP). Rehman was killed in a drone strike in May.
Mr Sajna is one of those now tipped to succeed Mehsud as the new leader of the Pakistani Taliban.
Pakistan's government has issued a statement strongly condemning the drone attack, saying such strikes were a "violation of Pakistan's sovereignty and territorial integrity".
Friday's strike targeted Mehsud's vehicle in the Dande Darpakhel, some 5km (3miles) north of the region's main town, Miranshah.
A senior US intelligence official told the Associated Press that the US received positive confirmation on Friday morning that he had been killed.
However, a spokesperson for the US National Security Council said that "we are not in a position to confirm those reports, but if true, this would be serious loss for the... Taliban".
BBC diplomatic correspondent James Robbins says that however weakened the Taliban may be by this loss, they will fight on under a new leader.
Hakimullah Mehsud had come to prominence in 2007 as a commander under the militant group's founder Baitullah Mehsud, with the capture of 300 Pakistani soldiers adding to his prestige among the militants.
In January 2010 he gained further notoriety when he appeared in a video alongside a Jordanian who is said to have blown himself up, killing seven CIA agents in Afghanistan to avenge Baitullah Mehsud's death.
Hakimullah Mehsud had a $5m FBI bounty on his head and was thought to be responsible for the deaths of thousands of people.
Mehsud became leader of the Pakistani Taliban in 2009, aged 30, after Baitullah Mehsud died in a US drone strike at his father-in-law's residence in South Waziristan.

The strike against Baitullah Mehsud reportedly came after repeated complaints by Pakistani officials that the Americans were not hitting militant groups who attacked targets in Pakistan.
His second-in-command, Waliur Rehman, died in a drone strike in May.

The attack targeting him comes on the same day that the Pakistani government announced it was about to send a delegation to North Waziristan to try to get peace negotiations with the Taliban under way.
Pakistani Prime Minister Nawaz Sharif had pledged to talk with the Taliban to try to end its campaign of violence, which has left thousands dead in bombings and shootings across the country.
In a rare interview with the BBC two weeks ago, Mehsud said he was open to "serious talks" with the government but said he had not yet been approached.
Mehsud denied carrying out recent deadly attacks in public places, saying his targets were "America and its friends".
He had loose control over more than 30 militant groups in Pakistan's tribal areas.
The BBC's M Ilyas Khan in Islamabad says that Khan Said Sajna is one of those now tipped to become the new leader of the Pakistani Taliban.

Firefighters in England and Wales have staged a fresh strike in a row with the government over pension ages.
The walkout between 18:30 and 23:00 GMT by Fire Brigades Union members will be repeated on Monday for two hours.
Ministers have described the strike as completely unnecessary and damaging to the reputation of firefighters.
The strike began as a large scrapyard fire was tackled in Dagenham, east London, but the fire brigade said "contingency" crews were at the scene.
The cause of the blaze in Dagenham is not yet known. Twenty fire engines were sent to the scene and it led to a voluntary recall of striking FBU staff in the capital.
An agreement was in place for all striking staff who would normally be on duty to be recalled in the event of a major incident, but the FBU said the way the London Fire Brigade had enacted it had "breached" the agreement.

London Fire Commissioner Ron Dobson maintained the recall was valid and had been issued because of the size of the fire and the resources needed to deal with it.
"The FBU have told firefighters not to follow the recall notice. They claim the recall is not valid because there is no risk to life. There is no reference to risk of life in the agreed protocols to implement a major incident," he said.
'Way forward'
The latest action comes after a four-hour stoppage last month, followed by an abandoned strike when an agreement to the two-year dispute was anticipated.
The union wants assurances about terms of employment in view of government plans to raise the retirement age for firefighters from 55 to 60.
The FBU says it fears firefighters will be made redundant if they fail fitness tests and are unable to find other work in the fire service.
But the government says firefighters have been offered similar fitness principles to those the FBU accepted in Scotland and its proposals offer them one of the most generous pension schemes in the public sector.

FBU general secretary Matt Wrack told BBC Radio 5 Live's Stephan Nolan show: "[Going on strike] is not something any of us want to do.
"We have tried to avoid this dispute. We have tried to avoid strike action for three years. But what is the alternative if you have a government who won't listen or won't negotiate?"
He said plans to make firefighters work until the age of 60 were "unworkable" and any pension scheme should take that into account.
'Be sensible'
The FBU said it had timed the strike to avoid Bonfire Night and the Saturdays on either side.
Fire Minister Brandon Lewis said: "[Firefighters] are courageous people, they deserve a good pension scheme. We believe we've put that in place. We think it is completely unnecessary for them to call a strike at this time.
"To the general public I would say there are good contingency plans in place right across the country and if they have an emergency call - a 999 call - they will get an emergency response."
Peter Dartford, the vice-president of the Chief Fire Officers Association, said individual authorities and fire and rescue authorities would have business continuity plans in place but services "will have to prioritise calls, and obviously those that involve a threat to life will be given the highest priority".
The government's chief fire and rescue adviser, Peter Holland, said "people shouldn't be alarmed" by the strike but urged them to "be sensible".
Industrial action has been avoided in Scotland through talks with the Scottish government, although there is no final agreement in place as yet.

Shooting At Los Angeles Airport — TSA Agent Reportedly Shot

There have been multiple reports of a shooting at LAX airport in Los Angeles.
CBS Los Angeles reports that LAPD confirmed there's been a "major" incident at the airport, but further details aren't yet available. Terminals 2 and 3 have been evacuated.
The shooting incident has reportedly ended, according to CNBC.

ABC 7 reports that a TSA agent has been shot at a checkpoint.
A "stampede of people" reportedly started running onto the tarmac after the gunfire broke out, according to Fox Sports' Bill Reiter, who is on the scene.
CBS LA is reporting that a gunman with a high-powered rifle was shot and "secured by law enforcement personnel." The Los Angeles Times is also reporting that a suspect has been shot and wounded. 
Arrival and departure roads to the airport have been closed, according to CBS LA.

Le nom du futur chef du gouvernement entre les mains d'une Commission

TUNIS (Xinhua) - Les différents partis participants au dialogue national sont parvenus tard dans la nuit de vendredi à samedi à créer une "commission du processus gouvernemental", a annoncé samedi le secrétaire général de l'Union générale tunisienne du Travail (UGTT) Houcine Abassi.
"Les partis faisant partie du dialogue national ont abouti à un consensus autour de la composition de la commission du processus gouvernemental", a déclaré le patron de la centrale syndicale (UGTT) qui conduit le quartette parrainant le dialogue national.
Selon M. Abassi, cette commission se compose de cinq membres en l'occurrence Ameur Laarayedh, directeur du bureau politique du parti islamiste Ennahdha (à la tête de la coalition tripartite au pouvoir), Mme Maya Jéribi secrétaire générale du Parti républicain, Kamel Morjane président du parti "Initiative", Mohamed Hamdi secrétaire générale de l'Alliance démocratique et Hichem Hosni député du Parti populaire progressiste.
La commission du processus gouvernemental aura pour mission la réception des propositions émanant des partis politiques du dialogue national concernant la personnalité candidate à la présidence du nouveau gouvernement apolitique, après quoi une séance plénière sera tenue pour examiner ces propositions, d'après Mouldi Riahi député du Forum démocratique pour le Travail et les Libertés, membre de la coalition au pouvoir.
Trois comités seront formés au sein de la commission du processus gouvernement qui représenteront respectivement la Troïka (coalition tripartite au pouvoir dirigée par Ennahdha), le "Front de salut national" (principale alliance de l'opposition lancée le 25 juillet dernier) ainsi que les autres partis participants au dialogue national.
 D'un autre côté, le secrétaire général adjoint de la centrale ouvrière (UGTT) Mouldi Jendoubi a précisé samedi que les différentes parties prenantes au dialogue national sont en cours de se préparer pour constituer un "comité d'experts" qui sera chargé de fixer les critères susceptibles de choisir un prochain chef de gouvernement parmi les profils qui seront proposés. Principale "pièces motrice " du dialogue national, la feuille de route proposée par le quartette réserve la première semaine à la désignation d'un candidat indépendant pour la présidence du prochain gouvernement, les deux semaines qui suivent à l'arrêt des membres du nouveau cabinet après quoi l'actuel gouvernement d'Ali Laarayedh cédera le pouvoir.
Parmi les personnalités pressentis pour ce poste (chef de gouvernement) et cités par certains médias locaux figurent l'ex- ministre de la Défense Abdelkarim Zbidi, l'ancien ministre des Finances du gouvernement post-révolution Jalloul Ayed, l'ancien ministre du président déchu Ben Ali de la coopération internationale, Nouri Jouini, ainsi qu'Ahmed Mestiri, ancien ministre sous l'ère du premier président de la Tunisie Habib Bourguiba en plus des deux gouverneurs de la Banque centrale de Tunisie Kamel Nabli et Chedly Ayari (en cours de mandat).
